Automatic Power On

I have a HyperVisor setup running ESXI 6.0.  For the VMs I have setup on it, I have each one setup under Actions - Autostart set to enabled with a Start Delay / Stop Delay of 120 Seconds and the Wait for Heartbeat set to System Default.

 

The other day my host got accidentally powered off...when it came back on and VMWare came back up, none of the VMs powered on once the system was up.

 

Am I doing something wrong?  Do I need something else in place to get this working?  I dont have a VCenter Server running right now as I Could setup group on there with auto power on settings, but that would require the VCEnter Server to power on automatically anyway after the host goes down / reboots...
